Choosing between Business Central vs Finance and Operations is one of the first big decisions a growing company makes when it moves to Microsoft Dynamics 365. Both are Microsoft ERP systems, both run in the cloud, and both handle accounting. So which one is right for you?
This guide explains the difference in plain language. You’ll see who each product is built for, how they handle the needs of UAE and GCC businesses, and a simple way to decide. No sales pitch, just what Microsoft’s own documentation says.
Key takeaways
- Business Central is Microsoft’s all-in-one ERP for small and mid-sized businesses. It is quick to implement and covers finance, sales, purchasing, inventory, projects and more.
- Finance and Operations (Dynamics 365 Finance and Supply Chain Management) is built for larger groups with many legal entities, currencies and countries, or complex manufacturing and logistics.
- The right choice depends on your complexity, not just your size: number of companies, countries, processes and compliance needs.
Business Central vs Finance and Operations: what is the difference?
Business Central is Microsoft’s business management solution for small and mid-sized organisations. In one system it handles finance, sales, purchasing, inventory, projects, manufacturing, service and warehousing. Microsoft describes it as fast to implement and easy to configure.
Finance and Operations is the family name for two connected enterprise apps: Dynamics 365 Finance and Dynamics 365 Supply Chain Management. Dynamics 365 Finance is designed for multi-company, multi-currency organisations. Supply Chain Management covers end-to-end operations for manufacturers, distributors and retailers, from demand planning to production, warehousing and transport.
For example, here is a simple way to think about it: Business Central is a fully equipped office building for a growing company. Finance and Operations is a business park built for a group of companies that each need their own building, rules and reporting.
| Business Central | Finance and Operations | |
|---|---|---|
| Built for | Small and mid-sized businesses | Mid-to-large and multinational groups |
| Finance | Full accounting, cash, fixed assets, budgets | Adds cost accounting, budget control, asset leasing, subscription billing |
| Operations | Inventory, assembly, manufacturing, warehouse, service | Advanced manufacturing, master and demand planning, transportation, asset maintenance |
| Licences | Essentials, Premium and Team Members | Separate Finance and Supply Chain Management apps |
| Implementation | Faster, simpler projects | Larger programmes with more design work |
Why it matters for UAE & GCC businesses
Many GCC companies run as groups: a holding company in Dubai, a trading company in Saudi Arabia, a branch in Qatar. Each one has its own VAT registration, currency and reporting rules. As a result, that’s where the choice really matters.
Business Central is available online in all six GCC countries. Microsoft’s availability list shows that local features there come from partner localisation apps, and that environments for these countries are hosted in Microsoft’s UAE Azure geography. For UAE e-invoicing, Business Central customers typically add a partner extension. Mohila’s own UAE e-invoicing extension for Business Central is one example.
Dynamics 365 Finance includes Microsoft’s Electronic invoicing service. Microsoft’s e-invoicing coverage page lists Saudi Arabia (direct submission to ZATCA) as available and UAE e-invoicing in the PINT format as planned for 2026 release wave 2. In addition, Microsoft’s 2026 release wave 1 plan for Finance also focuses on deeper multi-entity capabilities and a faster period-end close.
How it works in Dynamics 365: choosing Business Central or Finance and Operations
Use these five questions in your first workshop. They will usually point clearly to one product.
- How many legal entities and countries do you run? A few companies in one or two countries fits Business Central well. Many entities across several countries, with shared services and intercompany trading, points to Finance.
- How complex is your supply chain? Standard buying, selling, stock and assembly suits Business Central. Process or lean manufacturing, demand planning and transport management point to Supply Chain Management.
- How strict is your budget control? If you need to block spending that exceeds the budget at transaction level, Dynamics 365 Finance has budget control built in.
- What do your compliance needs look like? List every country’s VAT and e-invoicing rule and check which product, or which partner extension, covers it today.
- How fast do you need to go live? Business Central projects are usually shorter and simpler. Finance and Operations projects need more design, testing and change management.

A practical example
Imagine a Dubai trading company with two branches, about 30 users and a growing e-commerce channel. It buys, stores and sells products, and needs VAT reports and UAE e-invoicing. Business Central covers this well: one system for finance, inventory and sales, with an e-invoicing extension added on top.
In contrast, imagine a regional manufacturing group with plants in the UAE and Saudi Arabia, several legal entities and hundreds of users. It needs production planning, intercompany trading, budget control and ZATCA e-invoicing. Here, Dynamics 365 Finance and Supply Chain Management is usually the better fit. Both scenarios are illustrative, not real clients.
Best practices / checklist before you choose
- Map your group structure first: companies, countries, currencies and who reports to whom.
- Write down your top 10 processes and mark which ones are complex or unique to your business.
- List every VAT, e-invoicing and statutory reporting requirement per country.
- Plan for three to five years of growth, not just today’s needs.
- Ask for a demo built on your own processes, not a generic one.
- Compare total cost: licences, implementation, extensions and ongoing support.
